Crystalline-silicon PV modules are classified under HS 8541.43.00 (photovoltaic cells assembled in modules). Inverters fall under 8504.40 mounting structures under 7308.90 and DC cables under 8544.49.

Getting the HS code right at booking determines duty rates BCD exemptions under project-import schemes and eligibility for concessional notifications. Misclassification triggers reassessment and demurrage.

Indian compliance: BIS ALMM & MNRE

Any module deployed in India must be listed on the MNRE Approved List of Models and Manufacturers (ALMM) buyers should verify the manufacturer + specific model appears on the current list before placing a PO.

BIS registration under IS 14286 (IEC 61215) and IS/IEC 61730 (safety) is mandatory. Ask the Chinese supplier for the BIS R-number and the test report from a BIS-recognised lab.

For utility-scale procurement DCR (Domestic Content Requirement) tenders will exclude imported modules confirm the buyer's tender category before contracting.

Duties taxes & landed cost

Basic Customs Duty on solar modules (8541.43.00) is currently 40% with 25% on solar cells. IGST at 12% applies on top. Model your landed cost as CIF × (1 + BCD) × (1 + SWS) × (1 + IGST) plus port and clearance charges.

Panels sourced from Vietnam Thailand or Malaysia may qualify for concessional duty under ASEAN FTA if the certificate of origin (Form AI) is valid a common alternative when China BCD makes the deal unviable.

A standard 40'HC container holds ~620 660 modules (roughly 330 kW at 550 Wp). Palletised edge-protected stacks with silica-gel desiccants are the norm reject any offer that ships loose or without corner protection.

Sea freight from Shanghai / Ningbo / Shenzhen to Nhava Sheva or Mundra runs 18 24 days. Reefer isn't required but avoid monsoon-season deck loading glass breakage claims spike July September.

Insurance should be All-Risks (ICC-A) with a specific 'breakage of glass' extension; standard cargo cover often excludes it.

Quality inspection standards

Pre-shipment inspection should cover: EL (electroluminescence) imaging on a statistical sample to catch micro-cracks flash-test I-V curves against nameplate Wp (±3%) visual inspection of frames/junction boxes and packaging audit.
